Do all spas offer acupuncture or does it depend on the spa/massage therapist?

Requirements and regulations vary by state, however, acupuncture should be performed only by one properly trained and, depending on the state, certified and/or licensed to practice it.

While some massage therapists may also be acupuncturists, in general, a massage therapist is not qualified to offer acupuncture.

In my experience, spas do not generally offer acupuncture. If yours does, be sure that the practicioner is properly qualified and, where applicable, licensed to perform it.

If you mean acupressure, that refers to a non-invasive method of applying pressure to various points, following the same principles as acupuncture, in order to promote relaxation and wellness. Acupressure is generally considered to be an Asian Bodywork Therapy (ABT) and may be practiced and offered by some massage therapists.

Most Spas do not offer Acupunture, however, some will offer Acupressure and Reflexology.  
All three work the Meridians...
